讲座摘要:
Creation of regulations in new industries is usually a contested process between firms trying to develop in new industries and those who try to protect old industries by enforcing existing regulations. However, not enough has been known about how the conflicts are settled. This paper argues that professionals who work both for old and new industries (straddle professionals) are more likely to coordinate among professionals. Political activities initiated by these professionals through professional associations will fasten the collaboration-based regulations and slow down the failure process. Meanwhile, the straddle professionals that collaborate with regulators will also help advance collaboration-based regulations. Moreover, for non-collaboration-based regulations, straddle professionals will slow down the passage but fasten the failure process.
This paper finds general support for the hypotheses by examining how straddling professional pilots influence state laws in unmanned aircraft industries from 2013 to 2019.
